³¹But Israel, who pursued a Torah of righteousness, did not reach the Torah. ³²Why? Because they pursued it not by faith, but as if it were from works. They stumbled over the stone of stumbling, ³³just as it is written,

“Behold, I lay in Zion
    a stone of stumbling
    and a rock of offense,
and whoever believes in Him
    shall not be put to shame.”^[a]
